If you continue to use the same gear ratio and blades on the 1220Kv motor as you did on the 1700Kv motor... yes, your amp draw will drop dramatically and your flight-time will increase... but you'll have to hope your heli will still fly at lower rpm and lower power! To get the same blade rpm and power from the 1220Kv motor you'd need to raise the gear ratio by ~40% (pinion with 40% more teeth)... then you'd have same power = same amp draw at same voltage... so same flight time as before!
