control surface sizing

when you design a new plane, how do you figure the size of the rudder and elevators?
is there a formula to use?

i've got a 36" wing that's 10" from leading edge to trailing edge (chord?)
and i'm looking to build a RET trainer with it.
i'm not sure how big to make the rudder and elevator
