What scale is your boat?
1/6th scale figures are easy to fine. Other scales not so easy.

THe first thing you need to find out is what size looks right.
Hobby Lobby and other craft stores have wooden artist posable figures in various sizes (scales) , 1/6th scale - 12" = 6 foot person, 1/8th scale - 9" = 6 foot person & 1/10 scale - 7.5" = 6 foot person.
You can use these to see what size looks correct.
There are some companys making nautical figures of various sizes.

When you know the size you would like to find do a search on ebay for "sitting nautical figures" Bernhard finds and uses these a lot.
There is lots of 1/6 scale figures out there. Search for "Dragon figures", "Action man" & 1/6th scale figures. There is a huge amount of 1/6th scale items out there.

The smaller figures are hard to find. You will have to have some preseverance looking.
