Most likely old toys, circa 1920/30s, maybe earlier.
There is a very good chance that she originally had a clockwork / wind-up powerplant which probably also controlled her rudder position allowing her to be launched, then returned to shore before her 'power' ran down. It is a shame that the clockwork mechanisms have been lost. Please do document her fully with photos, measure her and take her sections and then share them with us. Great find. The string-work steering linage to the rudder is intriguing. See if you can find a copy of Cavileer's "Model Boat Building for Boys" It covers the period methods and technology pretty well.
