Yes; a video camera takes one frame per revolution!

Does this copter use a counter balance for the missing blade?

That sounds interesting. I wonder if it can spin around 30 times per second so the video doesn't drop any frames.

Better still, take multiple frames for revolution so that you always have a panoramic view you can pan around. The stitching can be handled by software, , the deformation reticle would be fixed anyhow. And it needs a single servo tab to handle all controls, probably coupled with an electronic compass or a sunspot detector to handle orientment. For a drone is a very good setup, though not ideal to take high definition aerial pictures, and not very good for a manned design or one carryng any sort of useful load

the rotor blade has a control surface. this changes the angle of attack of the blade relative to the airflow. If you change it cyclically as it spins, it works for all purposes like an helicopter rotor blade.

I dont get it. Wouldnt it just change the elevation of the craft and not a directional change.

Ok, this is a slightly simplified version that ignores on purpose some effects, like gyroscopic precession. If you lower the flap when the blade is away from you, and rise it when it's toward you, it will lift up when away and lift down when near, tilting the plane of rotation towards you. So it will start to move towards you. A full scale helicopter manoeuvres in the same way.
