There are many designs that don't rely on the center being glassed. And I'd imagine that it is overkill on many models, but it's not worth the risk IMO. You can heavily overengineer most planes and suffer little penalty in weight (not saying that this is the purpose of your idea), seems silly to compromise it.
Regardless, I'm quite certain we can say that epoxy and fiberglass far surpasses the tensile strength of Monokote.
