Great idea, but it needs some dedication by the organizers!
Back "in the 80ies of the last century", we ran such a contest in our club for a few years (unfortunately I had to move for business reasons after the first event).
The first year set-up in brief words:
Aero tow to 250 m, approx. 750 ft. We even had an early radio altimeter!
Release, free flying for 1 minute for eventual gain of additional altitude.
After passing the starting line, the timing started on a straight out-and-return course of some 300(?) meters (with a good line of sight where signaling was done with large flags).
"Working time" was 10 min (if I remember right) with precision landing/timing for additional points. Each run back-and-forth yielded substantial points, so you had to judge if you were trying a next run or go for time and a relaxed landing.
This scheme was improved over some years but sorry, I don`t know further details.
