Dampers help isolate the head and heli from each other and average out any instantaneous mechanical effects that occur during head rotation.
In most FP helis, damping is accomplished by means of the flexible blades.
In a CP heli, if there is insufficient damping (shims, dampers too hard, cold weather) even the dysymmetry from the blades passing over the canopy can interact with the fuselage and cause the tail to bob up and down.
