The balance point, or neutral point (NP), should be shown on the plans of your plane. This point is a function of wing areas, mean aerodynamic chords and tail moment. It is not a function of weight.
The plane's center of gravity is a function of weight distribution. It is adjusted so the CoG is forward of the NP. The distance between the CoG and the NP is the static margin. More static margin equals more stability but less pitch control. Too much static margin will result in a situation where the elevator does not have enough authority to keep the plane in level flight. Smaller amounts of static margin result in a less stable plane that is very responsive to pitch changes. Moving the CoG aft of the balance point results in a plane that may fly only once.
The location of the CoG can be changed by moving the heaviest component (battery pack) forward or aft. The plane is supported at the NP and the pack moved fore or aft until the plane displays a slight nose down attitude. If a low wing plane, support the plane upside down.

try this to adjust balance
First, can you move equipment around, battery fore or aft, ESC fore or aft, re-mount servos - receiver ect....
Second, lead weight like the 6 oz packs that great planes offers that have an adheasive strip on the back. They are segmented in 1/4 oz amounts.
