All jointed digits, including talons, have "knuckles" in the vernacular, though they are more properly referred to as interphalangeal joints.
I guess that actually refers to owl anatomy, though. As far as owl autonomy, I guess it should suffice to say that it is very hard to tell an owl to do anything.
