It is an "Epic", made by Protheroe Boat Works.

Those sails were sewn by the late Joyce Protheroe. You might try;

I thought Epics were double enders? Maybe the rig is from an Epic?

That is very true. The picture wasn't very good, (like my eyesight),
but the side of the hull & bow, look like an Epic. Without knowing the history,
it is hard to tell. I was the proud owner of Epic #2, (as well as Santa Barbara
One Design #2), but a wildfire took all that away.

I'm pretty sure that is not an Epic. Epics were double-ended with the beam pretty far back. I think the keel and mast were farther back than the boat in the picture. Stock Epics did not have a reverse transome. I do know of two Epics in Long Island, NY that were modified to have one and the result was a transom shaped like a triangle about the size of a Dorito brand tortilla chip, (as in "Munch all you want, we'll make more!")
Also, if you were to cut a cross section through most of the boat, the bottom of the hull was almost a perfect semi-circle. I don't have nor can I find any pictures so this is really pushing the limits of my memory. I think they came out in 1976 and were the thing to beat well into the eighties.

As to what that thing in the picture is, I am completely unburdened with clue.
