1/64" plywood can be soaked/steamed and wrapped around a dowel of appropriate diameter, making a tube of plywood. Then, once plywood has set (maybe need some glue on the overlap), slice off rings with a razorsaw. If the ply splits/breaks, then slice while the ply tube is still on the dowel. Now, I've only read about this technique, never done it, so there may be some tricks involved that I don't know about.
The same technique can be used with good quality paper and glue substituting for the plywood, using several wraps....you are making your own plywood, in effect. I'd wrap waxpaper or equivelent around the dowel first. Varnish the rings to make them waterproof. Again, something I've read about, not done.
