We need to be clear about all the different "480" motors sold by Horizon Hobby.

I'm almost positive that the 480 and 480BL brushless outrunner 960Kv have 14 poles/magnets. This is from a "feel" test with the ESC brake on, but others claim to have disassembled the motor and confirmed it, as posted in these forums. The motor has 12 stator arms, but 14 magnet poles, which is a common combination for high-torque brushless motors.

A version of this 480 960kv motor comes in a whole bunch of Parkzone planes. The reverse-shaft version comes in the Radians.

There are other "480 size" motors sold by Parkzone and E-Flite, but I'm referring to the 960kv ones. I know there is an E-Flite 1010kv one that says 12 poles on their web site, and they also have a 4000kv one that says 6 poles. These are all 480 size motors, which is a loose designation of the physical size.

Here's what a brushless outrunner looks like. The pole count is the number of magnets in the outer shell. It will always be different than the number of arms on the stator.

This is a 14 pole motor, but it has 12 stator arms and 6 coils. It isn't the Parkzone motor, just an example image I found that is very close to it.

I've confirmed this RadianOne and RadianPro motor:
480B BL Outrunner Motor; 960Kv Reverse Shaft

has 14 poles. Also, with the propeller and adaptor removed (down to the bare shaft) I get about 935kv out of it (11,395 RPM @ 12.2V) using the stock ESC. It's rated at 960 so that's pretty close.

The Turnigy Typhoon 500H Heli Motor 1800kv (500 Class) has 6 poles/magnets. Not sure how many stator arms but it does have six magnets.

I think it has to have 9 wound stator arms... 6-magnets or 12-magnets work with 9-arms.

So does any other even number in a reasonable range. In outrunners, 9-arm stators come with every even number from 6 to 16 magnets, maybe others too. I don't think you can make any assumption.

Rimfire .60 50-55-650:
12 Stator Poles
14 Rotor Magnets
28 Rotor Poles (always twice the magnet count).

No. Rotor poles = magnet count. If you set it the way you describe then the sensor is showing you half the actual RPM.

And stator arms isn't relevant for configuring an RPM sensor.

Oops. You're right, John. I was thinking of magnetic poles, rather than the number of poles the stator sees. The motor only sees the inside pole of the magnet and the outside poles (ie. where the magnet is glued to the rotor) are ignored. Thanks.
