Question
Flat plate Airfoils?

Is it better to put my turbulator closer to the leading edge or father aft? or does it even matter?

With a squared off leading edge as shown it doesn't matter since at even a fairly modest angle of attack you'll get separation/turbulation at the upper corner of the leading edge.

Essentially making the the rear upper edge pointless? Because the leading edge is doing all the work?

It is all working - just depends on what you are trying to measure .

Assuming you don't have the same Kline Fogelman inspired leading edge piece on the bottom as well you'll be able to find out for yourself by flying up to a gentle stall while upright and then again while inverted. I think you'll find that the stall speed for a given angle ends up being the same near as our eyes can tell.
