How Tight Should Rotor Screws Be?

I have a new Syma S031G. I am completely new to coaxial helios. I have a simple question. On the rotors, the screws seem pretty loose. I assume that the rotor blades need the screws in a loose state. Is this correct or should I tighten them?

Small blades will not centrifugally align unless floppy loose.
