I am afraid they won't, the cylinders that they fit have been ground on the o.d. so the sleeve will fit over it.

Later,

To grind the cylinder to fit the sleeve is a simple job.
1/ get a peice of dowel and sand it so the sleeve fits ofer it firmly
2/ chuck the dowel with mounted sleeve in a lathe or drill
3/ hold a stone against the clylinder while it spins- check fit of the sleeve regularly, as soo as it almost fits on the cylinder stop with the stone and use bon ami to grind/hone the sleeve and cylinder to a neat fit.
clean the clylinder and sleeve, lightly oil and check for free rotation - it is important there is no exces slop as the sleeve will leak to much to give low throttle.
Only takes 10-15 mins to get a good fit.

Another idea to make the throttle sleeve fit is to buy a used .049 off E-bay that the cylinder is already fitted for a sleeve. You an likely find a used engine off e-bay or this forum for about the same cost as the new sleeve. I think the RC Bee, Dragenfly, and Black Widdow all had cylinders that would fit the sleeve if I recall correctly. (been a while) Unless you already have the engine, from what I've read, the Norvel engines are better all around.

I picked up 3 cylinder/piston/rod sets for my Medalion .09 RC from Cox recently but they didn't com with the sleeves. If you can find the sleeve, I'll sell you one of the cylinder kits...
