lipo rates and limits

ok, so I'm flying a Bixler 2 FPV plane, I'm running a 4s 40c 2650mah pack and it has so much power with the motor im using the thing would probably rip itself apart if i gave it full power punch, so ive came to the conclusion that 3s is plenty for this plane, but i am kinda in the dark on batteries. I was thinking i could use two 3s 30c 2200mah, one of these packs has an amp draw of 66 amps constant, this might be sufficient, but I dont want the packs to get hot, so if two are connected in parallel would this be right: 3s 30c 4400mah???

or would the "C" change to 60 as well?

like i said, I dont all the power the 4s gives me, i can literally cruise at around 45mph at not even a quarter stick, so 3s would be perfect. I figure if im remove the extra weight of a 4s, i could just go for less power and more flight time.

3S 30c 2200mah => theoretically 66amps max

3s 30c 4400mah => theoretically 132 amps max

You'd probably fry the batteries at 100amp though

Two 30C 2200mAh packs in parallel would give you a 3S 4400mAh pack with the 30C rating staying the same.
It sure sounds as though your setup was way over amped on 4S, do you have a Wattmeter?
If you have a 3S pack in the 2200mAh range, give it a quick test with a short flight and see what the current draw is with a Wattmeter before going with the dual packs in parallel.
