Spektrum AR9300 rx
I need another 9 channel rx for my x9303 2.4 tx. I was reading the specs for the 9310 and it says " Preset Failsafe" , and upon signal loss it goes to the Preset Failsafe.
My question is - Do I set the failsafe points or do they come "Preset" from the factory?

there is no factory preset for the failsafe.
On this receiver the failsafe is set during the binding process. So move the stick in the desired position before binding the receiver.
If you need to program first the model, you then have to bind again this receiver to set the failsafe position.
