A short in the wire or connection would be my first guess. Try swapping arms to see if it's the board.

If it happens with a different arm and motor on that place where it plugs into the board, I'd say it's the board. But, that would be unusual, I still think cracked insulation on the wires.

I would call Horizon. The board is expensive and shouldn't fail. Otherwise, it may be the FET that controls speed for that connection. You could fix it yourself if you are very good with a soldering iron.
