Several years ago, I built a ground-effect vehicle using a K&B .60 and 12x6 prop. I used anything at hand, as I was just tinkering. The duct was a cut-down 5 gallon bucket, and the base deck was 1/4 plywood, measuring 24x36. Skirt was cobbled up from polyester dress lining. Forward propulsion was two blast tubes, made of paper towel tubes. The beast weighed 7 pounds, and would pop off the ground at 1/4 throttle.
Using better materials, and a better design, I believe you could build an impressive HC.
