PHILIPPINE RC CONGRESS Update

In accordance with Memorandum Circular 20-14 that was released by the Civil Aviation Authority of the Philippines,
Philippine RC CONGRESS temporarily suspends until further notice its RC activities on August 2 ,2014 and Philippine National Aeromodelers Tournament slated on Sept. 26, 2014 pending clarification and compliance of necessary permits to ensure that we do not violate the new regulation.

I appeal to fellow hobbyists and aerial photographers and FPV fliers to definitely stop all aerial coverages and aerial photography until we get our equipment certified and appropriate pilot/controller licenses as this is the focus of the new regulation - UAVs and Drones which basically are rc aircraft with cameras with or without automation.

We,hobbyists are under the microscope at the moment so its best that we enforce ZERO INCIDENT.
Our little sacrifice today will write the future of our beloved hobby.
Let us all be of contribution to this.
Our actions and reactions now regarding the new regulations will make or break whatever resolutions that can be arranged with the
Civil Aviation Authority of the Philippines.

As i was given the Memorandum Circular yesterday July 25,2014 at the CAAP, I immediately focused on what types of rc aircraft and drones/UAVs are covered.

PCAR Part 2 ,Definitions
11.11.1.2 Unmanned Aircraft Vehicle Applicability
(a) This Subpart applies to
(1) the operation of large UAV
(2) the operation of a small UAV for purposes other than SPORT
or RECREATION.

In my understanding, this cleary states that IF our Rc Aircraft is for sport or recreation, then it is legal.

That is the clear definition in the regulation BUT........

As per Capt. Rocamora, OIC of Regulatory Standards Dept.,
this is not so.
The restriction applies to ALL SMALL and LARGE UAV /RC AIRCRAFT with a gross weight of 101 grams and above.

So, again let me remind hobbyists to temporarily put on hold all RC Flying until it gets sorted out where's the line between recreational Rc Aircraft and UAVs and Drones.
Don't be the first to be fined and be charged by the Govt. for violation of the new regulation. It's just not worth it. A little sacrifice for the time being will pay off for everybody.

PHILIPPINE RC CONGRESS needs YOUR support.
Wag na tayo magpagalingan, wag na tayo magdunung dunungan,
wag na mag kanya kanya.
Magkaisa po tayong lahat at mag tulungan.
This is the time to be one.

Maraming maraming salamat po sa inyong pag intindi.

PHILIPPINE RC CONGRESS FLY-IN will definitely push through on a date to be announced later.

PHILIPPINE RC CONGRESS will hold a General Meeting next week.
All rc flyers are invited!!!

Sincerely,
Erwin Dematera

I hope your understanding of our RC Aircraft for sport or recreation is legal and clarified in the proper forum.

I will wait for further information and will not fly as per advice. Hope everybody will support your call.

I will be grounded until all of this is clarified as well. It's easy for me to restrain myself as I have run out of props and my orders are stuck in Malaysia

Kidding aside, also post details of what kind of support is needed to sway things our way.

You do balance your props, right? The plastic ones I get from ali and hobbyking are fine as long as I balance them before mounting.

It's a shame we have to order these plastic things from abroad. Do you think we can get this manufactured here locally by ourselves? It could be worth some money.
