IMO, if you want to go fast start with a better designed hull. How fast do you want it to go?
If you want a small one: http://zippkits.com/~zippkits/index....roducts_id=263 It's over your $60 budget, but that includes all the hardware as well for $110. Just add motor, esc, radio, battery and servo and you're up and running. I believe you can get it in the water for under $200 by following their suggest parts.
If you want a bigger one and more speed: http://zippkits.com/~zippkits/index....roducts_id=258 You can easily get that into the mid 60's with the right motor/esc and prop. Their hardware pack is very thorough as well: http://zippkits.com/~zippkits/index....roducts_id=391 . You're looking at closer to $400 total to get that into the water though.
