Cannot remember either of my sets having that chip in the harness, but currently both are tied to the receivers through normal, (but much longer) Y-harness rigs.
It may be worth contacting Eflite to ask the purpose, but I suspect it may be a noise suppressor to prevent anything affecting your radio system.
