Your city may impose restrictions on public land.
Such aircraft are no longer permitted on the National Seashore in Massachusetts, for example.
In your own yard? I'm guessing you're fine. Don't go flying up to your neighbor's windows (see "common sense" above).
Ask what certificate he means.
