Assuming you have taken the readings at a a reasonable temperature, ie about 20 - 22*C, then yes, the figures are high.
4.5 milliohms suggests a maximum safe current of 73A, representing a real 'C' value of about 18.

At 20 - 22*C you should see a cell IR of about 3 milliohms on a good lipo. Keep in mind that the IR is VERY temperature dependent .

i would say it depends on exactly how u got those #'s . best is to compare to a known good battery u have using exactly the same test. do u know about this: http://www.jj604.com/LiPoTool/

using this is a very good way to compare what u have to others in your stock. if the #'s u posted are accurate , using the tool, shows about 20 c real world . that's not bad if its a older battery , could be better if it's new , but very usable imo. yrmv.

Look through the IR recording on page 44, top right corner of the voltage screens (report #653)

There's IR readings for comparison on 27 different packs (at storage, after charge, after run) so it gives you a pretty good idea on what you should see.
