Appeal of an Infraction

I'm trying to report the following post:

To quote the rules,

A blatant violation of the site rules.

I have reported this obvious personal attack and nothing has been done about it.

Then I receive this:

Please do not report the same post over and over again. If the moderators do not act on a post within two days, they have not found it in violation of site rules. You can appeal moderation decisions in Site Suggestions/Complaints.
