I really do hope he plans on cutting everything by 20% accross the board ... Heck, there's a bunch of stuff that should be cut 100%.

If he actually stood up and said that, I would be able stomach the idea of him being President ...still not enough for me to vote for him though.

the problem with 20% across the board means parks, education, and many other things I actually think are important. I also quite frankly believe that the 20% will not touch defense, which is entirely hypocritical when trying to address a 7T gap.

I want to see Romney's plan for the 20%.

umm... so? What part of "accross the board" didn't you get? With a budget and debt problem as significant as ours, there is no sacred cow ... this is something both Republicans and Democrats just don't get. EVERYTHING should be cut by at LEAST 20%. No one has the balls to do that ... well, certainly no one in the two major parties. Perhaps it's time to give them all the boot ... well, the finger .. then the boot.

It's paid for by a tax on communications companies, into the FCC Universal Service Fund (USF), so yes, the government pays for it, using your money, unless you never use a phone or Internet.

Look on your bill for a line item called "Universal Service".

Payouts under the program have shot up from $819 million in 2008, as more wireless carriers have persuaded regulators to let them offer the service.

Suspecting that many of the new subscribers were ineligible, the Federal Communications Commission tightened the rules last year and required carriers to verify that existing subscribers were eligible. The agency estimated 15% of users would be weeded out, but far more were dropped.

A review of five top recipients of Lifeline support conducted by the FCC for the Journal showed that 41% of their more than six million subscribers either couldn't demonstrate their eligibility or didn't respond to requests for certification.
