Can anyone please explain why do 1s Lipo packs have balance plugs if there is only 1 cell? What is there to balance? Also If I but a paraboard for these batts do I NEED to plug these balance plugs in as well?

You're correct that it is not necessary as there is nothing to balance.
Depending on your specific charger, connecting the balance tap may result in shortened charge times as the better chargers will use the balance plug as a remote voltage sense to set CC-CV transition. If charging at high current, the benefit of connecting the balance tap can be rather significant.
