What battery did you use previously that ran out in 12 minutes?
Can you accomodate the 12v 7 amp battery?
If you are running LEDs for you lights, the amp draw on them is nominal and I would not worry about that.

i pull around 1 amp with 40 LED's a 2300mah 4.8v supplies one circuit, and the main drive 6v 4500mah supplies the second circuit. and a days illumination at an event is within the capabilities of the 2300mah pack

The Graupner 700 BB turbo can accomodate up to 33v I believe, but it works best at 9.2v. If you plan on running it at a voltage higher than that, gear it. Many will run 2:1 and some run 3:1.
An issue will be your batteries, gel cells do not like to get warm, and have a quick load drop, Nicads work much better for this.
Perhaps, use the gel cell for your lights, and a couple 4000mah Nicads ( using D cells) for your drive. Make sure you water cool your engines, and draw through should work.
I had a passive draw through on my tug ( springer), which only trickled when it ran the first time. I have since replaced the 1/8" ID aluminum wrap around tube with 3/16", marked improvement in water flow. Plus under the recommendation of Umi, dropped the depth of the intake to where it is below the center of the prop.
