A set of choices. The union was locked out so -
One got in - incompetent security chosen by the non union management.
The anti union management chose incompetent longshoremen who didn't know how to work the gear.
Staff, at whatever level, are cheaper to hire if they don't know what they are doing. It usually costs more in the long term. There was a saying that "you pay peanuts, you get monkeys"

MFR02 has a point. I just can't see the union turning a barge loose......
Any union worth their salt would have sunk it outright.
