One version could be when you go in a watermelon patch and just break the melons and eat the heart out, and go to the next one. You waste a lot of vitamin P but you get the best part of the mellon without having to worry with the details like seeds. Kind what the government and its ONE is doing to us taxpayers.

Sounds like it could be the best and most accurate explanation, but probably not the one you are insinuating.
