You problem it's very strong noise. Try to turn off all electrical devises in you houseroom, turn off all systems on you plane and try to measure rssi again.

To be sure in this, try to disconnect antennas from Rx. Without antennas on Rx and without Tx rssi should be in ~07v-0.8v
