Sub C Nih battery cells would be by far the simplest way to go. No need for balancing, no worries about running the battery to low.
Another option would be those A123 cells. For 18 VDC, you need six A123's. But, those cells must be charged with a balancing type charger, and they also must have something that shuts off the drill motor when the voltage on the A123 cells drops to low.
So, for me, I'd be inclined to go the Nih route. (FYI, I've got well over 100 A123 cells in my various electric powered models!)
