It refers to the size of a glow engine in cubic inchs. 40 is actually .40 (7.5cc) and 60 is .60 (10cc)
It's a good way of classifying the required power for a plane. Glow engines tend to be quite close to each other in power (roughly speaking)
Electrics don't fall into such categories as gearing/no of winds/cell counts can make a really huge amount of difference.

I found back when I was trying to understand the sizes that E-Flite is the best place to understand them since their brushless motors are still designated by .10,.15,.25..ect size. So a Power25 E-flite motor is equivalent to a .25 Glow. You can check their planes and see like the Beast 60e is a .60 size model needing at least a 60size brushless motor. You can compare the specs with other motors from different vendors to find a motor that isn't sized that way.
