Same for me
I have tested a lot of motors
I am measuring Rm @ 20°C, Io, rpmo no load (with Medusa rpm phase sensor and optical tach) for several voltages with several ESC (usually low timing 5-10deg)
Generally I find Kv higher than in the specs.
(using the formula Kv = rpm / (V - Rm Io)
It arrives exceptionnally that I find very close results.
My advice is for any hobbyist to check no load rpm when testing a new motor
The V/rpm (generator mode) is a better way to compare two motors
Be careful with tach measurements (sometimes tach is giving false values)
Take several readings
