So far you havn't given any useful info to go by.--
First, all 70mm fans are not the same --- who makes it and how many blades does it have?? That will determine what Kv motor you need. Does it take an outrunner or inrunner?
Once you have the Kv, then you can figure out what sized ESC and batteries will be needed.

What you should do, is go to the foamy edf forum- http://www.rcgroups.com/foamy-edfs-377/
Do a search on T-45, and see what they are running in there 70mm fans. More than likely, they have bumped up there system from stock , for better performance.
