They have a name and are called Dress Nuts. There may be other terms also, but this is the most common.

I made a tool myself: I took a length of 2mm music wire, bent it into a U shape, bent down both ends so that they have a lenght of 10mm, the rest of the U is 30mm. Like if you make the " sign with your fingers. Then I ground both ends flat like the tip of a flat screwdriver. These 2 ends can now grab into the corresponding slots of the nut.
