In a word, Yes..

The radian relies soley on the rudder to turn, so it needs a big beefy rudder to be effective enough.
Where as the ASK-21 uses primarily ailerons to initiate the turn and the rudder is just there to help guide the tail around smoothly. This is how 99% of piloted scale planes work
