PWM signal manipulation

I have a fixed frequency 1000Hz PWM signal ranging from 0-10V and 10%-90% duty cycle. I want to be able to manipulate this signal. For example when the signal is at 20% i want to turn a potentiometer and that will adjust duty cycle but the frequency needs to stay the same and the amplitude cannot change.
What options do i have, Can simple analogue electronics do this.

Yes, 2 555's and an op amp could be made to do that.
