Not that it matters, but I believe that PVC pipe usually comes inwhite or green. ABS is black and cement for that is available at any household supply, like Home Depot, etc. It will bond balsa to ABS, but don't know if it would meet your needs (vibration??). Silicone adhesives, as well as floor adhesives might work too. These come in tubes, as well as tubs, etc. Tubes can be quite affordable, especially when great quantities are not needed. I've successfully wrapped and bonded formica counter top material to large diam (10")PVC pipe roughend with course sand paper and contact cement
JB Weld is an epoxy with filler, I believe and should work. Again depending on use, load considerations, etc.
