My best guess is they are more for scale looks than function.

I had a 25 size Beaver on floats with no fins on the tail. It did just fine. Adverse yaw was very noticeable, so rudder was required in turns.

Yeah, there's a YouTube vid without fins and the tail drop in turns is somewhat noticeable, but not dramatic.

I like the look with the fins, but the amount of work to clear the retaining screws makes it a tough call.
