Frsky Voltage Sensor....really 5s max??

I have one of these:-

Frsky seem to think we can apply full 5s across it, wiring with the "3s" labelled option. (6:1)

But.... fully charged 5s is 21V, so we would be actually putting 3.5V across Rx input for a freshly charged pack , where the RX input is really designed for 3.3v max input
-
What am I missing?

The inputs are protected, you can apply even full 5s on each of them and nothing bad happens.
They are partly right, when the voltage will be under 3.3 * 6 /5 = 3.96V per cell, i.e about 60-70% of charge, the display will start to show the right voltage.
The alarms are set much lower than 3.96V per cell anyway, so we are OK with the alarms too.
