Lipo charging question

I am charging some Apex 3s 2200mAH lipos using a Multiplex LN-5014 charger. After charging the packs usually measure 11.9v using my multimeter. Tonight I decided to monitor the pack and charge it again. The charger should have realized it was already charged correct? It charged it again this time putting in an additional 600mAH and the pack registered 12.4v using my multimeter. Does this mean my charger is stopping early on the charge? The voltage should be about 12.4 after a full charge correct?

Full charge on a LiPoly cell is 4.2 volts so a 3S should be 12.6volts. Most chargers charge to approximately 4.15-4.17 volts per cell is measured 20-30 minutes after charging.

I've found the cheap wall chargers to deliver a full charge simply and consistantly. They're only $11 at electroflight.com.
I have a hobbyco field charger that only charges the 2S packs to about 8.1 volts. The wall charger puts it to 8.4.
