I have a question for you sail guys? Which Constitution kit is the best plank on frame kit? I am thinking about building one

Get the biggest available....I think the Model Shipways at 1/76 scale would be my choice. Cast parts have no lead - won't degrade.
Looks like a sweet model, and price seems reasonable at $399 for a 48" long model. Represents the ship as it looks today.
Or this one - by Bluejacket - more expensive at $650 for a 40" but represents the War of 1812 version. I think it requires extra parts above the base price of $650. And its not plank-on-frame - it's a solid hull I think.
Are you thinking RC or static?

The Model Shipways kit gets my vote. Plans and fittings are superb. There is also a very helpful practicum done by Bob Hunt.
