Aerostar produced the first hot air balloons and up until recently sold some of the best balloons on the market. They got out of the hot air balloon business due to lawsuit potential, just like many other American companies that are being driven out of business by the lawsuit scam that continues to plague America. If their prices are high, then it is likely because product liability insurance is built into it. They are a large company with lots of assets to protect against the litigation pirates who call themselves "lawyers." Many companies move their operations off shore to escape Americas litigation environment, then the same politicians who refuse to do anything about it (because the lawyers funnel the lions share of their reelection funds) cry foul.

So basically if you want a cheaper product, you will have to find some mom-and-pop operation who doesn't carry product liability insurance making those, or a small low-profit company that is below the radar of the looting class. Don't worry though, pretty soon that will be the only type of company left in America.

Check the attached links for tethered advertising air vehicles. Aerostar is considered top of the line due to the material and their construction. They are hell for tough and will last for quite a while. I presently fly two of their r/c vehicles at two venues in Dallas and Austin Texas commerically. I personally do no care for the avionics and the gondola itself but that is not an issue for what you are looking for. Please note both these two vehicles I fly are in excess of five years old. They have been modified and updated but other than that they still perform quite well. ed
