Matching a EDF and ESC

Hi everyone, I'm back with another question. My knowledge is increased but I have reached another standstill on my small race car powered by an EDF. I am thinking of using this: http://www.amazon.com/Neewer%C2%AE-M...+brushless+EDF to power it. This car uses a pinewood derby block (However please to not confuse it as a pinewood derby, this is a race for Boy Scouts) and I may be adding wings and fins . This leads me to my question, what kind of brushless ESC and battery should I use with this? Would I need to program an ESC to make it go efficiently? How do I program and ESC? Should I use a rudder behind the fan or should I take turnable wheels from a RC car kit? Thanks for the help!

Also should I use the above 40mm fan or a this 35mm one? http://www.amazon.com/Neewer%C2%AE-H...5mm+ducted+fan
