The towplane does not release the line during a normal tow, the glider does. The towplane then has two options. One, if the field is unobstructed it can land with the line still attached. Two, if the field precludes landing with the line still attached the towplane can fly over and drop the line, then circle around and land.
In an emergency situation either/both the towplane or glider could release, as a towline replacement is likely much cheaper than either towplane or glider.
