Problem with NiMh Pack & Jeti ESC

I'm using an 8 cell NiMh 1100 mah pack with a jeti 20 amp. ESC on a Graupner Speed 400 motor. The pack charges to 940-1080 mah at @ 11.6v. Twice now, I've gone to fly and when I advance the throttle the motor briefly starts and stops. I repeat this 3-4 times and the motor will eventually start but it doesn't seem to have the power I need. I'm confused and frustrated because every time I try to fly, some d--- problem always pops up. I've looked through the forums, is it the motor? I ran the motor WOT static 3-4 times before I flew it. I can't find any bad connections.

Prop? Gear ratio? Which Graupner 400 (there are at least three)?

Which 1100s?

It sounds like your batteries aren't up to the load being asked of them and the low voltage cutoff is kicking in.

When you ran things statically, did you use the ESC?

It's a 9X5 slim prop, Graupner Speed 400, 2.33-1 gear ratio, Hobby-Lobby 1100mah (red packs). Can batteries look good on a charger and still have this problem? I would have to be immediately dropping 6.5v (from 11.6v) somewhere, for the ESC to kick in. I have another pack I will try.

Are the batteries new? I experienced something like this with my first NiMhs, and found that I need to slooooow charge them first time round. Something like 100mA overnight. Then I got full capacity out of the cells and was able to charge them at 1C from then onwards.
