Curious when this goes into effect if the control tower is forced to work with our club on sod farm location or whether they can deny our request. The rule sort of states that they must work with us.

Summery of proposed rule:

Full Rule: (all 195 pages...)

I don't think this rule helps us at the sod farm as each aircraft you want to fly would have to be certified as a small UAS not a mico UAS as we are within 5 miles of the airport. See page 55.

As it would have to be a small UAS you would need to spend over $3000 + your time to get the first aircraft in the air, then $85 to register each additional aircraft.
(see page 17 estimated costs)

Also for small UAS (page 46):
When flown within 5 miles of an airport, the operator of the aircraft provides the airport operator and the airport air traffic control tower (when an air traffic facility is located at the airport) with prior notice of the operation.

I think the devil is in the details here. Define 'airport operator' and 'prior notice'. Who would the airport operator be for ATW? Also how much 'prior notice' would they require? Also I can't find any rule that requires them to grant clearance on the other hand I can't find a rule that requires you to have clearance just to notify them.
