What is considered to be the normal range of reistance on a Lipo pack?
What would be the upper limit of being safe and usable?

For instance, if your application has a low current draw power system, a lipo with a high IR will work fine. However, if the system draws high currents, low IR's are necessary.

That depends on the battery size. I’m not sure but I think it’s proportional to the MAH capacity (if 5000 is 2 mohms than a 2500 would be 4 mohms).
Most of my large packs (5000 +) are in the 1 to 3 range when new. High C tends to have lower IR when new. I always record new IR for each pack when new. If the highest cell gets double of the low cell or 3 times the new IR than its time to toss the pack.
My smaller 2200 packs are typically in the 3 to 6 range. These are not expensive packs.
